The Hong Kong SAR Government and the Municipal Government of Shanghai signed the "Hong Kong - Shanghai Sports Exchange and Co-operation Agreement" in May 2004 in a bid to further cooperation in promoting both community and elite sports and hosting major international events, thus for the benefit of sports industries in both cities. The Tour of Hong Kong-Shanghai, sponsored by authorities of both sides and organized by Chinese Cycling Association, Hong Kong Cycling Association and Shanghai Sports Bureau, is not only an important part of the exchange and cooperation programme, but also a large international event recognized by the Union Cycliste Internationale (UCI) and the General Administration of Sports of China. The first race last May proved to be a great success with top cyclists from around the world, making the event a jointly-owned brand for both Shanghai and Hong Kong.

And this year's tour will be the first domestic event to cover five regions in China. As the qualification for the men's road race in the 2008 Beijing Olympics, the event has also been listed as a HKSAR 10th anniversary celebration by the Celebrations Preparatory Office. Besides, honoured as an "M" Mark Event by the Major Sports Events Committee of Hong Kong's Sports Commission, the tour also shoulders the important responsibilities of publicizing "the successful implementation of One Country, Two Systems" to overseas and of promoting Hong Kong as "Asia's capital of major sports events".

The second Tour of Hong Kong-Shanghai this year has attracted over 100 cyclists with 18 professional and national teams from Europe, the US, Africa and Asia, who will be vying for a total prize of HK$500,000. There will be 2 team awards and 5 individual honours, including Individual General Winner (yellow jersey), King of Sprint (orange jersey), King of the Mountains (red jersey), Most Outstanding Young Cyclist (pink jersey) and Most Outstanding Cyclist in Greater China (blue jersey).

The tour, from 29 July to 4 August 2007, will be covering 610 kilometres in 7 days, with 5 legs including Sha Tin in Hong Kong, Shaoguan in Guangdong, Nanchang, Yingtan and Shangrao in Jiangxi, Fuyang in Zhejiang and the municipality of Shanghai.
